How can I get a better CD?

It seems impossible to find a CD who has a strength in aero, brakes, accel or handling. Why is it that the only place to find a new CD is the transfer market? People mostly put crap CD in there.

You can find a good one, but you have to look all the time and they are rare.

They are more unique than rare, especially level 18-19 you have to have a lot of luck, on transfers every now and then comes out but with the offers go to spend a lot, try in the market, sooner or later you find it

They are hard to find because some managers monopolise CD’s. There should be a limit in the number of CD’s per team.

What's the point of hoarding them? You can only use one at a time.

The point of hoarding them is so a manager's primary account can get a good CD to replace one that is retiring.

No, thats not hoarding my friend, keeping 2 or 3 is not hoarding. the real hoarders do it to prevent other managers to get good CDs

Yes, but are there also people with multiple accounts that hold on to CDs to pass them to their primary accounts as and when they need new ones.

Definitely, I know someone that keeps all his staff in a non active account where there wages don't rise because there not racing and then just keeps swapping them in and out of his active team's..
