Can someone tell me what is that about? I race in the rookie part of the league in where I am, but there is also the Pro part and the elite part.

I wanted to know how can I access the other parts...

You are promoted to Pro at the end of a season when you are in the top placings in Rookie.
When you are in Pro then at the end of a season, and if you are in the top placings of that tier, you will be promoted to Elite.

This only applies if there are benough managers in the league and if promotion is active by the league manager.
