Hello Simon,
The tyres that are set for Stint 1 are the tyres that your driver will qualify on.
If you set advanced strategy to "when water level = 3mm", you will qualify on the wets if the water level is above 3mm at time of qualifying.
You can change your starting tyres from Dry to Wet while on the grid.

A little addition to the tyres available to choose from at the starting grid. You can only choose between the first stint tyre and the first advanced setup selection tyre (Rain starts), so to have a dry tyre to choose from you have to select it as the tyre for stint 1 and make a decision between Intermediates and Wet compounds for the Rain start tyre. Unfortunately you can't have both, a dry compound for manual change before the start and setting up to let the advanced setup decide between Inter and Wets.
