As it says above in the title, the new players should'nt create their own league until they reach a certain level (10 for example), thus ensuring that they join on some active league, and learn more about the iGP, in addition to meeting more experienced players that can help them with the nuances of the game before to create your own league. This would also help to decrease the leagues that are created by new players and then abandoned with only inactives teams
Good Idea, but if they join some inactive league this may just hold them back.
Also, if they are an experienced players on a new account, this may fustrate them. I think that I agree with you on principle, but we must make sure this does not restrict those with the skills to host.

I agree with your first point. But this in the long term would be beneficial, several inactive leagues are being closed lately. Some leagues that I raced in the past don't exist on iGP anymore. So I still believe that the idea is valid, by placing a limit on when you can create a league, new empty futures leagues would no longer appear so easily.
As for your second point, I didn't think it would be real a problem, after all, if you are a player
experienced, you could create a league with your main account and move the hosting to new account.
