pro player wants promotion

Hi
As the title says, a pro player in my league which I've just taken over as host (112982) would like to be promoted to elite as he's usually the only one active all the time in pro, after the hassles with the previous host it meant he couldn't get promoted due to lack of players even though he won the last championship. The manager in question is Colin M T Smith from Csjd motorsports. 
If you could arrange this I'd greatly appreciate it and let me know what I need to do to accomplish his request.

Not all players or leagues are eligible to be manually promoted. The requirements to be considered for manual promotion currently are:

- The request must be submitted by the host of the league
- The players must be in the league
- Players must be at least level 7 to be promoted to the Pro tier
- Players must be at least level 12 to be promoted to the Elite tier
- The tier the player(s) will be promoted to must not be full
- The league must be set to private

Please let me know when you set your league to private and we will evaluate your request.

I am the host, so if I set the leaugue to private and then let you know, once the player is promoted can I then return it back to normal.

But as the league has had issues with the last host everyone left, this meant that the guy in pro who won the championship couldn't be promoted due to lack of numbers. What's stopping me making it private and then reversing it after. If not your just punishing a player who wants to race with active people. 
Reading back through the forum I have seen you move players before and they have made there leagues public again so this isn't solved as the pro player in question is still in a division he doesn't want be in.
