In my view they go hand in hand. You can have a great driver but if your car is below par you not going to win to much, The same on the flip side if your car is great but you have a poor driver, once again you will not win to much in good leagues.

I think that until level 14-15 car development is more important.
I was able to win against quite high level manager just using my car development and strategy.
The first Talent 20 driver I got is when I was level 13 or something.
But that also depend on the league indeed...
