Suggestion......
  give a bonus 1 token to the people that are active or at least watching the current race. 
We just had a race and 4 people out of 30 showed up.
 No show=no bonus token, Show up= a bonus token. 
And yes I realize that not all can show up.

Well, they choose league to join, they knew when are races, if they aren't busy, they should be active

Isn’t it almost the same that the sponsor bonus? You can earn until 3 tokens daily if you achieve the goal.

Also remember that we’re an indie studio and we can’t give everything for free, we need to eat too!

In sponsor bonus we get 3 tokens PER RACE, no matter what is our race position or our activity. I know that you need to earn something, but 1 token is not a lot, and it can be helpful for a lot of managers

It’s very difficult if you’re in a normal league to earn the sponsor bonus if you don’t prepare the race or attend.

About the argument that 1 token isn’t too much I disagree, multiply it per all the managers and the days of the month at it’ll be considerably higher than “isn’t too much”.

Perhaps sponsors are actually a way to unite both positions. Currently the 3 token are the base amount, paid out unless such inactive to not renew the sponsor even. Perhaps change all to 1 token base, 1 token or money as bonus for saving a setup and the 3rd or money as bonus for managing the race.

Perhaps some could offer an additional amount of money as base payment in case you have to be offline, hopefully in consent with the host, to help cover costs better.

Rather than giving active managers more, how about giving inactive managers less? I appreciate not everyone can turn up every race, me included from time to time. It doesn't have to be money and tokens even. I've no idea how development works so I'm not even sure if it's even possible/ cost effective but how about implementing a morale boost for managers who turn up?
Take my league for example. There's I think, 7 teams or so that are fully maxed out at level 20 but the top 3 win almost every race every season even though they don't attend the actual race. There's nothing more frustrating when I'm present at the vast majority of races and still cant win, (3 wins and not many more podiums in about 8 seasons in Elite), yet when I do my setup but don't attend, I can be 10 places behind my usual finish.
I don't want to start league hopping to find a less competitive league, I've been in the same one since I started and want to be tested but there seems to be a barrier that's impossible to break.
