Driver Not Level 20 or 5 stars

I’ve got two drivers, both level 20 in every area, physical, mental and driving. My team is level 20 in I’m a level 20 manager. 
However my two drivers are only level 19 and 4.5 stars. 

Unsure why this is.

I suppose it is the "experience bug" where you reach 20 on every attributes except experience and on reaching 20 in this stat, no level update occurs.

Dude, have you seen level 20 personnel in the game? I saw but only 1 time. They are essentially not in the game! As for your pilots, wait until they have 200-300 races, then they will get level 20.May be😁

Over 400 races and over 3,000 championship points

And yes, others drivers in my league are level 20

Any other suggestions?

 I did not mean level 20 players. and the staff is level 20. they are almost not in the game. at auction all the chief designers and technical directors of level 19 only

Hi Steve.

Drivers not achieving level 20 and/or 5 stars is down to a minor bug but the developers have assured us it's only visual so is not high on their bug fix list. Any driver who has all attributes at 20 and is at minimum weight (51kg Male, 46kg Female) should be equal regardless of their displayed level or number of stars.

If you really want drivers to become L20 / 5 star there is a workaround. Get them down to minimum weight and train them up to 20 in all attributes EXCEPT ONE. Leave one of the mental attributes at 19 and stop training. Now wait until the experience attribute hits 20 (as a result of the number of races the driver has competed in) and then train that final mental attribute to 20.

When the final attribute clicks over to 20 the driver will become L20 / 5 star.

Obviously it's too late for your current drivers but in future you now know what to do.
