The only good suggestion would be to penalize all the in debt players, if you cross 1mil in debt, you cannot pay the wages of your staff and you lose them all, in addition to it for every day spent in debt, you have to tear one level of one building down, the building can be of your choice. Otherwise, once you reach level 20, and develop all the buildings, nothing forces you to keep your books in check. It is unfair for the upcoming and developing managers. 

just make it so you cant go into debt, 0 money means you cant buy anything,repair your cars or anything that takes money to do.

Frankly, if you don't actually have the money for your bid, you shouldn't be able to place it, let alone win the auction. That's the real problem here.

if you cant go into debt then newbies wont get into debt its simple.

But the problem is that only totally developed players can take advantage of this, newbies do not profit from this and as a result enter a race against unfairly strong managers who don't even bother to balance their budget. It is dissapointing
