All the time first in quali

Just want to know that is it possible to be pretty much every single time first place in qualifying without cheating or anything like that and if you can then how?, because in my league there is one person who has been so far half of the season first in qualifying and other times he has been second or third place pretty much except few times when he was just fooling around.

I just don't remember seeing anyone else so far who would have been that many times first place in qualifying and he has even started many times in a row first place in qualifying.
