1)If I spy on something this season will I have the ability to clone that next season or will things refresh.
2)If I get a better chief designer will I get a better clone (bigger percentage increase)
Cloning will only last for the season in which it takes place.
Don't know the answer to the 2nd question, but you should have the best chief designer you can afford, as this will make a difference to the speed at which you are able to develop your car.
...Just to add that if u clone a part too early in the season that has as a result to need more designers in order to develop the specific part for the next season...so if u havent enough designers it might slow down yr development for next year...
