Yes Frank, but mine is 'All 20' so I didn't understand why he is not a 20 level pilot..
Because there is a minor display / visual bug in the game which the devs inform us has no effect on the performance of the driver so they are treating it as very low priority. It's been like it for as long as I can remember.
If you want your Talent 20 driver to also be a Level 20 driver you need to train him/her to minimum weight and 20 in all attributes EXCEPT ONE. Ideally leave one of the Mental attributes at 19 and then stop training.
Wait until the experience attribute reaches 20 and then train the final attribute to 20 and this will result in the driver levelling up to 20.
If you train the driver to 20 across all attributes BEFORE experience reaches 20, when the experience attribute also rises to 20 the driver will NOT become Level 20.
Just to confirm, according to the Devs this makes no difference to performance. It's too late for you to do anything with your current driver but you now know how to ensure the driver who will eventually replace him is L20.
