I just achieve level 10 and I built the Academy, but I don't know hay to create a driver. Is it automatically or I have to do something?

You have to select a country where you want to scout for a driver and also provide a budget for it. You don't actually 'create' the driver, it just generates 5 drivers for you or 10 if you increase your capacity via reward points.

Is it a feature for subscribers only? If not, when are the drivers created? After the season is over? 
When you say "budget", are you talking about the side bar between 100.000 (very low) and 500.000 (very high) per race for "Training time"?
I built the Academy 4 races ago and choose the nationality but no driver appeared in the list.
