I've seen this as well, it's a lot more common in quick races

In QR this is common, yes.

But that shouldn't happen in League races.

Can you confirm this is happening in a League race, by inserting a screenshot here?

As per update Pit lane garage updates launched on 06 May 2020,
Improved garage allocation in single-car leagues - There are only 16 garages in the pit lane and previously teams 17 and upwards were allocated to garage 16. With these changes, teams are now paired to garages.

So, that means each pit stop slots for 1-car Leagues now will have 2 different teams and each slot are attached to a number which appears in car icons when you choose car display option car numbers.

That update was launched in order to make pit stops less messy, so we can conclude this is not a bug.

So now in 1 car leagues , two cars share the same pitbox ? i'm really confused by this . In what way should we alter our box strategies ?

Before that update, 17 cars would share same pitstop slot. Sometimes one would wait until others finish their pistop to be released and that could mean many seconds lost just by wating other cars - that's why safe release was also disabled for 1-car Leagues.

I don't think you should modify strategies because one car won't influence other's strategy even if they come in pit together.

On single car race that i did the car numbers were up to number 16 for 31 cars. So they were 2 cars with numbers 1 to 15 and 1 car with number 16.
