Can you host a 2 car league as a non Subscriber?

no.  

I mean if hosting is handed over to you can you host it?

Yes. but the time a change is made in the league settings, it will loose all the advantages of the subscribers like the maximum length of the race.

So if it was 2 car with 100% races and was handed to a non Subscriber it would change to 1 car, 50% races?

Like I said before, as long as you don't change anything in the league settings page, nothing changes.
You can still manage the league by removing inactive players.
