I support this.
IMO, one should have to complete the majority of the race distance (at least 80-90% of the scheduled laps) to score points. XP calculations are a mystery to me, so no idea how to handle that.

I also think long retired managers cause a big "inconvenience" to everyone who is active in this game.
There are leagues almost filled with managers and when you see it close most of them aren't active for a long time. They're like walking dead amongst the living(active).
Something must be done.
Suggestion: Automatically remove managers who spent a whole season without logging in (if it's a everyday league, in every 17 days there's a clean up).
Why don't leave this to managers who administrate leagues, you may ask?
Because recently one of them told me that he doesn't remove the inactive managers because that way the league is fuller and people tend to seek leagues with more cars.
