I always assumed that for promotion to activate you had to have 16 teams in a league with 4 subsequently promoted.
I’ve just come across a Pro tier league which only has 9 members yet 2 are going to be promoted at the end of the season? In the league I play in whenever the numbers drop below 16 promotion is deactivated.
Please can someone clarify what the rules are and whether the league owner has any ability to customise these rules?

Promotion can be disabled by the host.
If it is activated, teams will be promoted as long as the league is 50% full.
The reason that 4 teams are promoted in your league is because it is a 1 car league.

As your league is an 1 car league (32 cars and 32 teams) you need 16 teams and 4 teams (1/8th of the max number) get promoted (and demoted in a full tier). That other league was likely a 2 car league (32 cars and 16 teams) and thus 8 teams are enough to activate but also only 2 teams get promoted.
