As you can check the qualifying page, in fact, only Grillo did qualify on intermediate tyres.

Maybe it is somewhere between 0.3mm and 1mm, so there are teams who used intermediates, wets and slicks at that time.

This is most likely when this level of rain is pouring the track, so there.

So people are confused about tyre choice. In this level, there might be some less experienced players who used wets, some who used the wrong choice of slick tyre, some inactive players, some people who use the default strategy and some who used inters as their tyre of choice because there is little but not no rain.

But then there might be some bug going on. Grillo qualified on inters but started on softs.

The correct weather condition in that case was: Track drying. Grillo qualified on inters and changed to softs, there isn't anything wrong with that as you can change your tyres when you properly set Advanced Strategy (it also does that automatically, when reaches water level that you set).
