19 & 20 star drivers. How?

The title says it all. How do you get a level 19 or 20 star driver? Is it just luck of the draw? Is it continually doing practice races when your driver has level 20 experience? Does anyone know? Lol

The level freezes when you train everything that can be trained, but the level also depends on the experience that cannot be trained.

So to have a level 20 you have to leave a statistic at 19 and wait for the experience to reach 20, and finally complete the training.

I have all thing to 20, but still the level of the drivers is 19.

If you mean talent, the level of talent never changes. Youth academy level gives you the talent level, everything else is gained through training, experience is gained through races
