Is a higher level chief designer more beneficial to the car design, or the skil level of designers? Is anyone able to shed light as to what the advantages to each are?
In fact, what is the difference between a high level technical director vs high skill levels of mechanics and engineers?

As you level up you should hire a new chief designer, so if you are level 8 you should have a level 8 designer. The skill level of designers needs to be maxed too.
The technical driector position is not yet developed, so you should ignore everything they say. The skill level of mechanics & engineers should be maxed.
