Who can buy a pilot?

I'm planning to sell one of my drivers. She is 4.5* (14). Can, for instance, a level 10 buy it? Is there a maximum level difference between managers or managers and pilots.?

A manager can only buy a driver/staff if their manager level is equivalent or above the staff level. 
For example:
A level 10 team can buy Level 10 OR BELOW staff. 
A level 10 team cannot buy a driver/staff who is Level 11 or above.
