Do Backroom staff also improve their levels? 
 
I’ve got a Talent 20 CD who is low on experience and morale and also quite young. 

Do they get better through experience and/or improving the HQ?

Experience will increase with time, and Morale will increase with the level of your offices and hospitality. So technically they should increase in level as that happens, but I'm not sure if it actually does, as I've seen some low-level staff with high stats
