Upgrading car through season

What is the best way to upgrade your car through a season. I’ve been playing around with this a little and although my newer theoretically seems better, I don’t seem to be. 
Before, I would obviously put all design points (Dp) into acceleration first, and research whichever and only 1 of the top 4 I was furthest behind on. When accel was done, I would put dp into either braking or handling- whichever I was least behind on, and research the 1 I was most behind on. And do this till top 4 done and then fuel economy.
But I saw a post about research power, that it is rounded up. Eg 40% research power, if your 100 behind you’d get 40 points, but if you were 101 behind it was be 40.1% so would actually get 41 points. So this season I’ve been splitting the research, so in this example, if I was 101 points behind on 2 things and research them with 20% power each, it would be 20.1 points each, so rounded to 21, so in total would gain 42 points, meaning getting an extra 1? 
Also, should it be a race to upgrade top 4 then fuel economy and not touch the others, or are tyre economy and cooling needed to a certain level rather the top 4, as for example increasing accel from 180 to 200 is only a 10% improvement, whereas increasing tyre econ from 40 to 60 is a 50% increase.
Anyone else got any experience or thoughts?

optimal car pumping as such is not, it all depends on how you pump and rivals,as well as B2 B3 B4 and go for the Motherland))
