flag rule

I think there should be a flag rule. they are in real formula 1.
yellow flags should appear when managers meet during the race
vsc must limit the speed for a couple of laps (all cars must have the same speed, circular should not slow down competitors who are fighting for victory)
sc by analogy with a real race should be about 3-4 laps with all the drivers should gather together (during the restart, the KERS and DRS should be blocked), and the laps should be released forward so as not to interfere with those fighting for victory.
options for vsc and sc: the car that broke down must be away from the safety zone. if the car broke down near the safety zone, then a yellow flag is enough.
thus, such a rule will bring tactical diversity to the race.

To be honest if executed perfectly, it will be brilliant. It should be an option for league hosts and in too many races I find myself not changing strategy throughout the race. I don't respond to undercuts as they don't work.
