I don’t think it’s a bug.. I believe that the gap between you and the best in acceleration is not very high, moreover, the more skills are selected, the less effective is the research.. Most likely you received two points because you sought another skill.. Your search power should be 59% if you are looking for a skill, if you are looking for two skills should be 30%.
That's why you only received two points from your research and I believe between 7 and 9 points in the other skill.
