Strange chinese symbol on chat

The game dropped for everyone, probably some problem with the igp/azure servers. 
When I managed to reconnect, this symbol appeared at the end of the chat, it is not the first time, whenever the game drops for everyone, this symbol appears after the reconnection. Not occurred just with me.
