Perhaps a little timer at the top of the screen that appears when a wet track begins to dry, calculating how long it will be before the track reaches 0mm of water. Or if not provide a calculation chart in the stickied section detailing drying rates for 5 degress, 10 degress, 15 degress and so on up to 45 degress, then we the players can learn it and have a rough estimate of how long it will take to dry completely. Tnx

And what happens if it starts raining again before the track fully dries?

Then you won't really have to worry about what tyres you want to fit. In the event it does start raining again the timer then just gets cancelled because it's no longer required. The real benefit of this is if, for reasons, you want to pit immediately after it stops raining then the player can know exactly how many laps they wish to do on Inters or have a very good idea how many laps they can squeeze in before the track dries completely.
