Pro to elite

I noticed that people who are in pro who easily win titles aren’t promoted to elite.

If the tier isn't half full or more (or promotion is turned off), they can't go to elite from winning pro in that league.

That would be due to the tier not having enough teams to unlock promotion in which they need to be at least half full, 16 teams needed in 1 car leagues and 8 teams in 2 car leagues.. it’s a common struggle in many leagues.
