If we take away refueling, what strategy options remain? It will be a lot like normal F1, where everybody does a 1 stop. With refueling (based on 75%) you can have varied strategies at most tracks, resulting in competitive races even if the drs does cause a lot of trains.
Removing the refueling would just change the power of the overcut to the power of the undercut instead so wouldn't change much competitively, while simultaneously reducing the number of available strategies. So in my opinion it is not a good idea.
But atm everyone just ends up doing either a 3 or a 2 stop in 75% races and pits within 3 laps og each other which makes it way to predictable. At least with no refuelling you could just randomly pull the trigger and pit and catch your rivals out as if you are running a short stint its so obvs as they are so quick and you make sure that you dont let them get to to far ahead!
Yes everybody on the typical strategy will pit within a few laps, but those few laps can make a big difference and mix up the race. On top of that that is definitely not the only strategy that can be used, the guys in my league know that I love using supersofts, and it is very useful at a lot of tracks. That variance in both strategy and pit lap is better than no refueling imo, where the only varying factor will be when you pull the trigger, and then everybody will just pit the next lap anyway, reducing strategic options.
Also in response to Max, making it an option wouldn't be feasible because the developers would be creating something that might never be used
