What did you try to do?
Have a maxed out car in the Big 4 and Fuel , my car has been a leading car in development for most of the season
My driver is also maxed out. Never had this problem until this season

What happened instead?
Always qualify badly - 16th to 21st , cars much less developed beating me constantly

Did the problem happen while using wi-fi, mobile data, or both?
Both

Did the bug happen in the app, on PC, or both?
PC

What operating system is your PC?
Windows

Which browser did you experience the problem in?
Not relevant to the issue

Can the bug be reproduced?
You can see from my qualifying and car development throughout the season which will show what I describe above.

Additional comments:
Could you look at this please , I have seen other reports on things similar to this and I have spent a lot of time and money building this team and don’t want it ruined by a potential programming issu

Can this be looked at please, i posted it as an issue 2 days ago and nothing back, my new season starts tonight, i don't want another season affected by this.

I hope they're working on a new quali system, I had same issue too. Try maxing out your car without suppliers asap, it kind of worked for me.

I’ve been banging on this for ages. They need to bring in something that allows you to effect qualifying other than tyre choice, such as fuel levels

I think the fact that some teams consistently qualify on the front couple of rows suggests there is something that affects qualifying other than tyre choice.

This doesn't answer my report though. As i explained in my bug report, the variable shad been eliminated regarding car development yet i was always back in 16th ish place. 
I see many people have had the same issue so it would be prudent for this to be checked i would have thought?

Hopefully you get an answer. Whenever I put it in here they leave it a bit and then move it to help and support which is not right

I don't understand, what is the bug that you want the devs to look at? I had a quick scan of your last three races:
Yesterday USA - Yours was the fastest qualifying time on Soft tyres, you even out qualified a car on SS
Sunday Russia - Again the fastest qualifying time on Soft tyres, all of those ahead of you were on SS
Saturday - Azerbaijan - You used SS this time and qualified on pole.

I feel your pain, I too have had occasions where I qualify much further back than I would like and feel I deserve. As far as the iGP team are concerned qualifying is working "as expected" which means there isn't a bug. However, they're very cagey when it comes to offering up information about game mechanics, it's a management game so it's up to the manager to find "the key". Clearly, given the fact that a few managers always qualify well suggests that they have found something that eludes the rest of us.

Some managers go to great lengths to test the variables then document and analyse the resulting data. It's no surprise that the guys who put all this effort in tend to be more successful than the more casual player (which includes me).

I know this doesn't answer your question, the people who understand it could probably give you an answer but why would they share their findings and thereby give away their competitive edge?

As far as the iGP team are concerned qualifying is working "as expected" which means there isn't a bug.

Qualifying in China, Malaysia, Turkey, Japan, Europe and probably other tracks do not work correctly ... if repeated in the same conditions, with the same drivers, same teams, same values of the cars, the teams start in different order, this is enough to say that the qualifications are not working properly.

There are also other bugs, like that of identical pilots doing different times

Firslty, Thank you for coming back to me and taking the time to write an in depth email

I accept your email could also be correct, i raised it to be checked as when i was maxed on 5 of the 6 ( Fuel included )i still qualified down in 19th, with a level 20 driver, i couldn't have been stronger.
I consistently qualify low and i agree it could be down to something i need to learn but also with the consistency and seeing what i mentioned above i am asking they look at my account to make sure the qualifying " Code " or whatever it is doesn't have some flaw in it.
If it doesn't then i know the answer and can apply myself, but it is hard to do so when you think it may also be something out of my control.

Carl, I have mentioned this thread to the iGP Staff but I imagine the developers are busy with the updates that Jack mentioned in his most recent blog. I can't promise they'll get time to look at your account any time soon but I'll keep my fingers crossed for you, there's not much more I can do.

I play this game from 2012... Not every days though

This qualy topic is going on from years, tens of experience players said that there is a problem, devs investigated but they were unable to find the issue, because there is no issue for them

In the latest news if i understood correctly Jack said that in the big update Q1 2021 there will be news about qualy system and i hope they rewrited it from 0....cross fingers

As always, I appreciate it. I suspect it won't get looked at and the issue is continuing at present, the only anomaly is when it is a Wet Race i qualify really well, had a pole and 3rd, am not sure what this means but am looking at what i am doing also, but i can't help feel their may be an issue somewhere

I changed my Car Development and have qualified fine this season , in Top 6 so I think it is more down to Car Development Skills than anything else

There's a theory I've had about qualifying for a while.  To start, I've been told that fuel economy and your practice laps determine your car(s) fuel load(s) for their qualifying lap.  The principle of my theory is that more economical cars are slower on their laps. Similar to how we dictate our fuel loads for our strategy, I propose our car(s) quali fuel loads go by whole liters. They are filled up to first amount that allows the car to finish a lap without running out (e.g. a car needs 2.45L to complete a lap, so it gets 3L).  As a result, if a more economical car isn't able to use a fuel load a liter less than one that is less efficient, it has more dead weight via the excess fuel, slowing it down over the course of the lap.  Whether enough fuel means the car can't be empty as it hits the line, I'm unsure of (if a car needs only 2L of fuel for a lap, does it get 2L, or does it get 3L so it doesn't hit 0 at the line?)

So your saying that our cars are filled up to an exact litre so that economical cars are heavier towards the end of the lap as they haven’t used up their fuel? Thats a pretty strong theory actually.

That's a cracking theory Joshua, I used to invest some design and research on fe, and I was notoriously bad in qualifying. Nowadays I put much less emphasis on it and I'm further up the grid more consistently. 

I guess at the tracks where average consumption is just above 2 litres, if you had the fuel economy to take it just below 2, it could be extremely beneficial if your theory is correct

Hi Joshua.

This is something Joey McLane hints at in the second part of his advanced guide. He talks about it in terms of race stint but as you say it may be equally as important in qualifying and is of course track dependant. The problem is that we don't know how much fuel is loaded for qualifying (is it all the same for all cars or does it depend on your FE?) how many laps the cars do (one flying lap or three - out/qualify/in lap) or how the sim calculates fuel remaining (is it calculated real time as the lap progresses or just once at the beginning of the lap).
All three of these will determine how FE may impact qualifying. Also remember that the relationship between FE attribute and Fuel Consumption is not a straight line, it's a curve. A much greater effect in terms of litres per kilometre is seen by increasing FE by 10dp from 20 to 30 than from 120 to 130.
