Hello,
There is level 20 staff in iGP Manager, however, they are very, very rare.
At manager level 20, a level 20 CD and a 5* level 19 CD have the same impact, so having a Level 20 CD is somewhat futile. AFAIK, this is the same logic for Level 20 TDs.

Once one does come onto the market, you need to be very quick as they usually get sold almost instantly.
