Usually I kick the most inactive rookie and within a day a new member will join. The last 3 days only one new member joined the league. My question : Did something changed in the system or it was just a coincidence

Things changed twice as far as I know. The first was fixing the filters, eliminating the prior preference of the leagues with a just right filled Rookie tier, and the second was changing the default race time of the suggestion list from 7 PM to the time the new player becomes active, thus all leagues should be in competition for new players now, probably bare some minor tweakings.
