Additional comments:
After it took the first 25 tokens and nothing happened I tried again so have lost a total of 50 tokens

Any news on this still 50 tokens down !

This is not a bug.

In iGP Manager, stars are used for various things. In the Headquarters, stars indicate the level of a building relative to your current level.
For example, if you are level 10, a level 5 building is half your level, which will be displayed having 2.5 stars. If the building is level 10, it will be displayed having 5 stars. This is why you may see the star rating of your buildings decrease as your level increases. The building has not actually lost anything, instead, there is now more room to improve your buildings.

That said you are still building level 9 of the facility.
When you finish construction you will see the 3 full stars.

Sorry you misunderstood I paid tokens to complete the build and it didn’t but still took the tokens I lost 50 tokens in total
