How are staff stars calculated

Hi, 

Based on identical attributes (except age and gender) I do not understand why one Doctor gives me 4,5 stars, while others give me 5 stars. Where does this difference come from? 

ID: 10323404 (Talent: 19; Experience: 20; Morale: 20; Age: 75) --> 5 stars
ID: 11969421 (Talent: 19; Experience: 20; Morale: 20; Age: 57) --> 4,5 stars
