100 reputation points by winning elite championship?

In what circunstances do we gain 100 reputation points by winning the elite championship? (in 2 cars team leagues)

Does the tier has to have at least 8 teams, or what's the minimum nº of teams that are needed to get the points?
Must we enter in all 17 races of the season?
If we are all alone in the tier are the points also given?

In a previous league i was, even the second placed team in the end of the season won 100 reputation points (the league was almost full).

I believe there must be enough teams to enable promotion (not that you can promote up from Elite), and you have to finish in the "promotion range" (be one of the teams that is highlighted in green in the standings after the last race).

That's correct. I don't think promotion has to be enabled though for it to work, but it helps to see where you get the points.
