New Components

On one of my cars I can't ever fit new suspension on.  My current one is 0 pct.  It says I have a new one and I upgrade other components but not suspension.  Is there something I'm missing that if a component goes all the way 0 pct it can't get changed or something?  I went through the guide but I can't see what I'm missing.  I can't even qualify the car.

I have over 63 mil. to answer that question. I can't save an exact screen shot because of my security settins and I don't know how to change that.

Silly question i'm sure, You definatly have enough designers/mechanics to cover the refit including suspension?

The label on the right never turns to red text to show you your over the limit ?
