Hi, I'm currently driving in a league with 4 20 level teams, while being 16 level myself. Despite that, I'm scoring points quite consistently, even managing to get podiums, while 2 of those 4 teams (one of which is a former champion) struggle to score points themselves. Some teams between 16-18 are doing nicely, but other are suffering. There's a 17 level team, which scored more than 250 points last season and now is barely making into the Top 10. Nobody is changing drivers, cars are very similar in terms of performance and strategies are almost identical. Is there a mechanism increasing performance of lower-leveled managers or curbing power of the top teams to ensure equal chances? And if yes, why is it hitting some of the teams, but not all of them.

No, there's no secret balancing, just the normal dynamic of small differences between seasons adding up. Slightly lower level teams have a little research advantage while somewhat less HQ DPs and weaker DRS and less boost, but usually also pretty much maxed drivers, so well capable to keep up.
