A couple of days ago, I noticed that my pilots always go for a thousandth of the same time on the timer, even though I don’t start them on the race with the same fuel!

Hello,

In iGP Manager, fuel weight has no impact on qualifying pace. Since the developers removed driver mistakes from qualifying, 2 drivers who are exactly the same will always set the same times in qualifying regardless of the fuel put in for the start. 

In your case, a gap of a few thousandths may be caused by one driver being more trained and/or being taller/smaller than the other.
