There is this guy in the league who needs to go. He wins absolutely everything, is of a much higher level, and no one else has a chance to win. By the time the league is over, he has collected over 500 POINTS, 200 more than anyone else. 
       Hacking?  I wish I could say. His car far more developed and no one else is winning. At all. He seriously needs to go. Period.

Yea...... winning is not a punishable offence I'm afraid. 

Besides, if he's significantly higher level manager his XP and research power will be minimum and sooner rather than later his overall XP will deteriorate as well. There really isn't  any advantage for anyone to jump into a league of much lower managers just to accumulate W's. Talk about filling himself up with a dose of lethal false sense of security.

On the other hand, having such significant higher level manager has the opposite effect on lower level managers. You want to have as many level 20's as possible.... that's a sign of a successful and attractively competitive league. 

I take it said manager has left your league. I didn't see anyone in your league that fit your post.

It's the Diego guy. He keeps winning literally every single race. Can you do anything, like reduce his level, car points, etc?

He's only level 6!!!! And he's not that far ahead either in the standings.

Rest assure there's no way for anyone outside IGP able to hack the game to make themselves better on the track. 

If you haven't yet, take a read on some of the great game guides available in "Help & Support" that might help you understand "how to be competitive".

OK great thanks. I still don't like him. There's something wrong if he's ONLY level 6 and wins EVERYTIME

This makes me feel better, him blowing up due to high up scaling.

As a few have already said you can't remove him for winning.

You are both L6 teams and therefore both have the same opportunities, if he's winning every race you are probably not exploiting these opportunities as well as he is. Read a few of the guides pinned to the top of the "Help & Support" section of the forum, these will help you improve.

OK, well I tried. 
Guess I should just push as hard as I can from here on out. 
Thanks to everyone for helping. 
Edit: everyone who tried to help, thanks a bunch!  This guys is now having an off season, because I've been winning every race from that time. Not in championship contention but hopefully next season we can clinch the championship! Thanks everyone!
