When a league has an inactive host if no one takes over hosting duties is there a time limit before it is automatically closed or can it run infinitely without an active host?

A league without an active host will just go on as long as there are active teams racing in it. Only the button allowing any league member to take over host duties will appear in the league information box if the host is inactive or leaving the league.
