AFAIK there have been a few leagues that have tried it as a local rule but it can only work if you are going to be on-line. Pit stops are triggered by low fuel, if you put enough fuel in the car to run to the end of the race you'll need to be on-line to manually pit the cars for fresh tyres. Even hard tyres will struggle to do a full race distance
