Has the system changed regarding the options that come up for new starting people? For the past few years I've always been able to kick 10 inactive rookies then expect that to refill within 48hrs usually quick but about a month now maybe longer I haven't been getting any rookies joining the league and its impacted pro and thereby promotions into elite.

Yes, it did a while back. In the past the game just displayed (a few) well filled leagues, if available of the chosen language, to new players. Now the game pre-filters for race time around current time and presents much more leagues, distributing those Rookies much more evenly amongst the leagues.
Additionally fewer new players try the game. As after the coming update promotion of the game will start again that hopefully will change again soon.
