Why isn't my driver's level improving? Why won't it be 19 or 20?

It depends on what the experience attribute is when you finish training them.  The lower it's value, the lower their max level, and vice versa.

Nevertheless it's just a cosmetic visual effect.  It doesn't represent the actual performance of the driver.
