Ending date overdue leagues

When we look for a league to join in, we find a lot of leagues who are with ending date overdue (sorry if it isn't written this way).
Some have the ending date in the year 2013 !!! Why would anyone wanted to join "DEAD and BURIED" leagues? (there's currently 16 of these)
It just makes a lot of confusion when you're looking for leagues to join in...
So here's my help to the IGP staff, the leagues are (ending date after):

Speaking of leagues:

I'm getting the impression (and my heart would prefer it) that I'm better off in a more-packed active league. Are the ones shown under the League tabs all of the leagues, or simply the ones with vacancies?

For a newbie, would there be any major disadvantage if I found a new league somewhere mid-season? I know I'd lose those Championship points but I hadn't got many! Likewise I thought the times would be right but in hindsight I'd prefer a later league. If I moved would anything regarding my cars/drivers/staff change?? That's the more important factor I guess.

Finally, Jack: how many active (logged on within last few days) managers are there in your opinion? How old is this game?
