Driver Talent attribute

Is this a fixed attribute or something that can be improved through training or experience or winning races etc?

Talent is fixed.

It's fixed. Infact, the whole game is fixed. Unless you give the developers €200 euros for every race you do they get a virtual mafia member to sabotage your car and will leave you into become an MMO Lewis Hamilton. Have fun!

Anyway, as said the talent attribute is fixed but besides that 20 talent isn't always the guarantee to have the best drivers. Drivers with 18 or 19 talent can perform just as good as there are some hidden things that also influence the drivers. General spoken higher is better but when starting a team it won't matter as much as when you're racing against experience elite team managers.

In short, find drivers with good talent to start with. :)

Just as a reference, my first driver with 17 talent is pretty much dominating the series and finishing with massive lead whenever I actually remember to show up, while the other one with 20 talent is generally speaking finishing in positions 4-10 with same strategy. Difference comes from Speed and Physical attributes which are 3-4 points higher on the first guy and 20kg weight difference may also have something to do with it.

So in my opinion, early on it's worth giving up on some talent if you can find a driver with good Speed and Physical stats. 

How the hell do you find drivers with 20 talent?  The highest I've come across is 4. Maybe its because I can only get a level 7 driver at the moment.

I'm level 7 too and both my drivers have 20 talent.
My advice: just look for your scouting more deeply and wisely.

Skills view, sorting by descending talent helps a bit.

I think you're confunding the attribute "Talent" (in the detailed attributes of a driver, amongst all other variables they have) with the "Overall" rating of a driver....
