Upgrade my technology

I spent 25 tokens to speed it up and it stayed at level 1

Hello Aaron, was it the first upgrade of Technology? Then it's not a bug. There are two types of buildings, one with buildings present from the start (Design, Manufacturing, Offices) and the ones added to the HQ later, usually available from certain level on (Technology, Simulator, YA). The latter start at level 0 (no building present) and first step is building it (level 1).
