Development stalled at 99%

With a fair amount of spying and a loaded dev team, I'm stalled at 99% on all parts this season.  Is there a cap or some invisible barrier to cross over to 100%?  Next season has been on full since race 6 or so, but those aren't moving much at all.

Max possible is 100%.  I would have expected to have at least 1 component hit max, but none did.
