This is why 1 talent drivers are common:
All managers start out with it, and keep training it to the point no one wants it. This has huge surpluses when anyone signs up. EDIT: SOMEONE MIGHT GET A 2 TALENT DRIVER!
The driver's contract is done, meaning that a 1 talent driver takes over.
They signed a 1 talent driver from the Academy, and make more of those from the surpluses.
