No promotion from pro to elite

Hi there, 
I'm the host of the league "id=63138"  after the last race of the championship the leading teams of pro tear did not get promoted to Elite, in the mean time, the teams from rookie tear got promoted to Pro and the last  teams from Elite got demoted to Pro. Now we have 20 teams in Pro tear...

Please, can anyone help solve this problem.
