My friends and I want to race in a league together but one of us is elite and the rest are not. Can we have an option to start a league without the three tiers?

This is not possible.
If the friend in Elite joins a league at the end of their season he will be relegated. He can then re-join your league in the Pro Tier. Just remember to turn off promotion/relegation in your league otherwise you'll have the same problem again in a few weeks.
This league has spaces in Elite but the end of the season is not until next Thursday 17th June

My league doesn't end until the 19th when we'll move to a 22 race season. As you can see below, we have plenty of space!

The thing is Martin, the OP needs to relegate and there are insufficient teams in your league to trigger promotion and relegation. This isn't a thread to promote leagues, we're just asking if anyone has a league where the Elite tier has spaces and there are sufficient teams to ensure relegation if the OP joins.
So this is a two car league with an Elite tier containing 14 or 15 teams or a one car league with 28, 29, 30 or 31 teams. Preferably with only one or two races remaining.

I like having 3 championships. Should be taken to the FIA as a suggestion. Would have a lot more races and drivers able to reach F1 status.. It's the best part of this game..
